I'm having a difficult time with this. Didn't your friend realize that
he hadn't gotten the renewal notice? He could have called the insurance
company and asked about it.
And most (maybe all) companies have a grace period. He should have been
covered, especially if he called to ask about why he hadn't received the
renewal form.
Regardless, the fact that his insurance company failed to properly
address the renewal notice is not the fault of the USPS.
