I'm not sure I know what your point is, but I consider it overly officious to
prevent a postal employee at the location included on the envelope as part of
the address to try to make delivery. Whoever shortstopped it did so only to
show his supervisors how efficient he was in picking up infractions of their
rules and regulations. He should have been more concerned about giving his
colleagues at the destination facility a chance to make the delivery or return
it to the sender for a better address. But, if they did that, they would be
giving up the chance to show how good they were to somebody at the destination
facility.
There's an old saying that I'm sure you have heard in one form or another that
goes "When you're up to your ass in alligators, you need to remember that you
got into the water to help drain the swamp." When somebody puts a stamp on the
envelope, they want the USPS to stand on its head to deliver it, and not to send
it hither and yon trying to correct addressing glitches.
AFAIAC, they still suck.

You are indeed lucky, and you should cherish the people who serve you and hope
they never retire. Unfortunately, we can't all be as fortunate as you are. I
hope mine retire tomorrow....or even yesterday, if it can be arranged. It
wouldn't be a day too soon.
