What "regulations" are you talking about? Be specific; can you quote
*anything* from the Domestic Mail Manual (DMM) or *any* postal
publication that requires non-delivery of mail under the circumstances
you present? You cannot, because there are none. The "supervisors" you
speak of would be more likely to discipline anyone who prevented
delivery of the mail in a timely and efficient manner, which is what
those rules and regulations you so scorn are *all* designed to ensure.
I noticed also that all the people you blame for your problem are
anonymous, the "shortstop" and his "supervisors". Who are these people?
