I have a box that does very much what you describe. It is an
X10 CM11A pc interface for controlling devices attatched to
houshold wiring. It can be set up by pc using a serial port
and then disconnected. It plugs in to the wall and sends
signals thru the houshold wiring to cheap little modules
also plugged or wired to the household wiring.
It has a real time battery protected clock and seems to have
enough memory to handle quite a few events. IIRC it only
has a 7 day cycle, not yearly. My box is for US wiring, you
would have to find a UK equivalent.
If you did a PIC +EEPROM it would be trivial to include the
real time clock functionality in the PIC if you used a 32768
hz watch crystal. If you used a 16F87x you might have enough
runtime writable flash available to hold your schedule and
dispense with the EEPROM.
