there used to be a DSE kit.
Used 240v straight from the wall,
into a cockcroft walton multiplier circuit.
Only protection was a couple of resistors to limit the current.
It claimed to produce around -8000kv
using 22 stage cockcroft walton multiplier.
(But unless I'm doing the sums wrong the max output could not
have been more than around -3.2KV)
Kit got pulled as it was rather dangerous !!
My first electronics kit(1986 at age 14).
With a few modifcations works very well as
power supply for small rail gun.
Either do a web search or
have a look from a book called
Laser, Phaser,ion ray guns and other
working space age projects by R.Iannini
(I got given a copy at 14)
Or any book on the construction and design of particle accelerators
especially the power supplies.
If your in the USA
instead of cockcroft walton generator,
you would be able to purchase
some high voltage diodes (10 - 30KV)
(sort of components on the resistricted export list)
and use a modified tv flyback transformer.
