In many jurisdictions, additional knowledge in the form of courses in law
and ethics are required, and have been for many years.
A P.E. who repeatedly acts unethically or is quite incompetent will
eventually lose his or her status. Degrees are never revoked, no matter
how heinous the behavior of the recpient AFAIK.
It is arguable that most software design and development is not "real"
engineering, and professional licencing is not a strong requirement.
