Radio Shack used to have a reasonably priced small transmitter on a necklace
for this type of application. You would press a button and a receiver hooked up
to an auto-dialer would dial several preprogrammed phone numbers, play a
prerecorded message, and open up a two-way telephone line thru its speaker
phone. I bought the whole setup for about $60.
Another possibility is to find a simple to use FRS radio with selective calling
and tone alert.
