In the absense of a physical volume control pot, your next best bet would be
to tap in at the selector switch (which almost certainly is at line level.)
You are getting excessive noise/interference because you are feeding line
level into a very low-level input. You are almost certainly overdriving the
circuit with WAY too much voltage causing significant distortion. You are
also getting NAB equalization which will screw up the frequency balance of
the signal because the line level signal from the VCR is flat and DOES NOT
need equalization. I wouldn't characterize what you have hooked up now as
