It seems that the way to design around this is to use a resistor of a value
that would be appropriate for rated current at the minimum voltage that
would be expected, such as 10 volts. Then use the lamp to take u the
remaining difference, such as 13.8V minus 10V, or 3.8V. This would make
use of 6V low current lamps, which would never be run at maximum voltage,
which would be 16 or so volts.
