You didn't find those specs in the 2002 Edmund Industrial Optics
Catalog. They are pretty much science fiction for one instrument without
a pile of attachments. You can get specs similar to that (but still not
covering above 1 watt) for $2000 or so. I use one that costs about $1000
at work and it is limited to a few tens of milliwatts. It also does not
cover your full wavelength range although a different sensor can be
purchased to extend the wavelength range.
Somewhat less ambitious specifications are possible. The high end of
your power range is problematic. The measurement head would require a
significant development effort. Dropping the top two power ranges would
help a lot.
As to a team effort, there is little to motivate the team. If you work
with lasers, you likely have access to a suitable meter. If you are a
hobbyist, the DVM and solar cell approach is very attractive. I don't
think the team idea works very well for this.
