I think you must be a better judge of "optimal visibility" than any
sensor. Turn the wipers on when you think it's raining. If you really
want high tech, design a voice recognition system that turns on the
wipers when you say "oh bugger, it's raining again" or "is that a 40 ton
truck I see before me?"
