yes, voltage limiters are connected across the input (in parallel with
the system using the supply voltage, but often down stream of
inductive filter components and fuse. Is your converter rated to
handle the voltage that will be limited by the MOV?
For low voltage applications like this, I like ot use the sharper turn
devices like transient voltage suppressor diodes. For instance a
Diodes Incorporated 1.5KE20CADITR rated for 1500 watts absorption for
a millisecond or so and a rated limiting voltage of 20. These are
$.69 from Digikey.
