AFAIK neutrons only interact thru the strong force. That says to
me that electrons do not get directly involved. Generally I think
that just some extra kinetic energy gets added (or subtracted) to
an atom/molecule depending on the geometry of the individual
collision. My understanding is that the probability of actually
knocking electrons off the object is fairly rare. Don't really know.
Getting boiled alive is not particularly attractive to me, but I don't
really think of this as ionization.
Neutron capture can occur (with a relatively low probability).
The resultant isotope will likely be unstable and eventually fission.
There also seems to be some issue with any particular neutron
finding something to hit, but if you have a lot of them well....
