Not really. For measuring voltage you want a very high resistance meter.
20,000 ohms per volt was considered good but higher is better. In
measuring current, the idea is to measure a small voltage across a small
resistance. The meter desirable characteristics are a bit different. The
circuit in question can make a single meter have the high resistance
needed for voltage measurement and the high sensitivity needed for
