If the OP is having trouble understanding decoders, he may not be capable of
programming FPGA's. Anyway, the interconnect wiring between the 256 outputs
and the 256 loads will take far more board space than the IC's themselves.
Others have suggested a matrix arrangement; this would reduce the wiring
The OP mentioned LED loads as a "for-instance." It seems pointless to
speculate on design choices until we know exactly what he wants to do.
