At this point, it is an idea, not a design. A design would have circuitry,
components, or at least a detailed techincal description. Let's see what we can

What is "music signal frequency"? Music is audio, like voice, noise, or
whatever. There is no circuit that can distinguish music from anything else,
except in some cases, the human brain.

Does this changing lighting respond to frequency, sound level, or something
else? Each requires substantially different circuitry to impliment.
