On a serious note, as much as I detest government intervention, I
think it's going to take some regulations that deprive rogue ISP's
from Internet access if they don't conform to some rules about spam.
As for the Nigerian thing, the FBI does pursue those, but dead-end at
foreign sites. Cutting off these foreign sites from access to
American networks would stop the game. Right now we have no
regulations to enforce that, other than some loosely operated
cooperatives among American ISP's... some of these are working pretty
well though, I now average only two E-mail Spams per day.
