What more do you need.
1. You will either need some knowledge of electronics, or access to
someone close by who has, and who is willing to build this for you.
2. You will need to either buy an EPROM programmer (not cheap) or a
microcontroller development kit (US$49 with free samples) if you go it
alone. The microcontroller development kit will allow you to do many
3. In the first case you only have to figure out the timing circuits to
record the speech, control the memory, implement the sequencing logic,
and set or reset the system. Al B has done much of this for you. In the
second case you only need to figure out the softwaer to do this.
4. If you lack the skill to do this yourself, and don't have access to
someone locally you need to re-phrase your question as:-
"Could somebody please design and program this for me?"
