The CCITT and CCIR were "folded" into the ITU a few years ago under new
titles. But the ITU still oversees whatever is happening with Telex in
today's world. I would
check with the ITU's web site first at: http://www.itu.org to see what
information they can
supply. There probably is a still later version of the Telex
Recommendations in books of a
more modern vintage than the Blue/Yellow books which you should find there
