What instrumentation are you using to verify the use of
these modalities? What field strengths/intensities at what
wavelength(s) are you measuring?

What frequency range, and what intensities?

Do you have a seismometer? They're less directional than
the other instrumentation you ought to be using, but fairly
easy to build.

I used to live at 22nd street and Washington in Phx AZ, a
few miles from Sky Harbor airport. I regularly heard lots of
noise, from deep rumbles to high-pitched whines. Not
entirely unexpected. After a short while I slept right
through even the subsonics that shook glassware off my
shelves. But then, I grew up a half-mile from a rail line
used by freight trains, and I find that sort of sound very

Again, what spectral components, and what intensities?

Where do you live that 3:15 am is "unearthly"? Even in
Phx, which is hardly NY, NY, lots of people are up and about
their legitimate business at that time of night.

These are not observations in any real sense, since you
claim to have heard the engine while asleep.

Noise abatement laws. Get hard data with the
instumentation I suggest.

More difficult to determine in view of Homeland Security
measures being enacted.

Consider lampblack-loaded wall paint if covering the walls
and windows with aluminum foil is too tacky for you.

Describe the technology that can accomplish this

I have done so, and read other similar materials by the
Seriously Paranoid. You aren't in their league. If you were,
you wouldn't be posting in a public forum.
By the way, check this site out:

You have ignored the third alternative; you're not living
in the same world as (most of) the rest of us. The longer
you make assertions without actually using instrumentation
to back up your suspicions, the more likely you are to be
written off as a crank.
You posted to a newsgroup in the sci.electronics
hierarchy. Those words neatly capsulize the interests and
expertise of most of the regulars here; what response do you
expect if you fail to utilize either methodology?
