You've been mis-informed. I have a BellSouth call identifier. It has a
digitally recorded voice announcement. If you turn on the feature and
receive a call from an "unknown number" it answers, says something
like, "This party does not accept calls from unknown callers" and
hangs up. I believe it also has a spanish option.
I've had the unit since 1997, I bought it from a friend of mine in
Atlanta. It works fine here in Australia! Its model number is 1000M.

PS. I'll sell my unit to you if you want it. It cost me US$50. I can't
use the return call feature here in Australia and as they are now
available locally so I can easily replace it.
