AFAIK the answer regarding Bessel and Gaussian filters is no.
I know at one time a few decades ago there was work going on to find
explicit formulae for the inverse Chebychev and Elliptic characteristic
filters, since much was/is known analytically about those functions. But
I fear that never happened because...
The advent of modern LC filter design programs using iterative
approximation and synthesis from the open and short circuit reactance
functions a la the methods of Saal and Ulbrich probably doomed such
efforts to discover explicit element value formulae to an untimely death.
To bad, because such solutions are indeed elegant.
