The missiles they used are completely self-contained. The guidance system
is not separate, it is housed in the missile itself. Unfortunately for the
terrorists, the missiles are designed to intercept high-performance
aircraft with very hot exhaust. The airliner's exhaust was too cool to
allow successful tracking by the missile's sensor. They really don't have
any way of fixing this -- they would need to build their own missiles from
scratch, and that's out of the question.

Unless the government has a really excellent reason, anyone should be
allowed to possess, own, purchase, store, use, publish, say, or do
anything that does not cause demonstrable harm to another person without
that person's consent. "To fight terrorism" in the vague sense is not
even close to sufficient reason.
