I'd say this one is a slam-dunk for assembler with such a small
program. Especially since a bunch of it is data. Why fight with
a compiler AND an assembler when you've not got much complexity
and very limited space?

Some 4K 8051 parts are well under $2. even in smaller quantities.

Probably your time is better spent learning the 8051 inside out and
scrapping the compiler entirely.
