Our central heating system has an outdoor thermometer, and adjusts the
temperature of the water circulating through the radiators to maintain a
respectable rate of circulation through the thermostatic valves on each
Bit of a kluge, but it works fine.
Honeywell probably sells a controller that does what you want - talk to your
friendly neighbourhood air-conditioning shop.
