The way it was done when I was at school 40+ years ago was to have two
concentric glass tubes with foil on the outside of the outer one, and the
inside of the inner one, and pass oxygen through the gap between them. It
was called a 'silent' discharge. IIRC the strong electric field pulls the O2
molecules apart and the O2 and O then recombine as O3.
Glass plates arranged the same way should work. You don't want any sparks,
they lower the yield.
Ozone is somewhat toxic, BTW.
