Use two edge triggered one shots- one driven through an inverter. When the
switch is activated, the rising edge triggers the first one shot. It runs its
time (one second) and expires. When the switch is turned off, the inverter
turns this into a rising edge to trigger the second one shot which also has a
one second time constant. Same deal.
