Chuck Humphrey's website, http://www.gambling-law-us.com/, has
a table listing all the states and whether social gambling is legal or not
(as Stephen Adams wrote, it's illegal in Illinois). In California, it's
legal.
However, gambling in a public place (such as UCI) isn't legal without
a license (for a public cardroom). And public cardrooms are against
the law in Orange County.
