What about Michigan? It is by far the easiest state to register your
vehicle. I also did drive around with my CA license for 4 years in
Michigan. Got pulled over a few times but no trouble. Rhode Island is
similar to Michigan.

for a LONG time and got pulled over quite a few times. Always worked
out, just applied the story about "just moved here, lost my old
license in the move, etc." and the response was invariably "You better
be getting a license 'cause someone's gonna arrest you. Have a nice
day". Lived there 4 years and never did get a Cal. license:-) Might
work for you, who knows?
I liked the law enforcement guys out there, they were always very
professional and no bullshit individuals; I always figured it came
from them knowing that they were dealing with kooks on a regular
basis. Michigan, on the other hand....
