The real issue is that if it was solely done on what the american people
think the travel ban would have been lifted 15 years ago and the embargo
probably 8 years ago.
The fact that America is not a democracy is not a bad thing, it merely
means we make decisisons differently than putting everything to a vote
of the people. We elect people to act as our agents using their own
concience, sometimes they make deals with the other agents in order to
get things for the people they represent. Most people in the USA dont
give a rats ass about Cuba or the embargo one way or the other. The main
issue is that it is a big issue for small but active groups on both
sides. Special interest groups and campaign contributions allow
minorities to have a say in policy that matters most to them.
The reason why the embargo may be lifted is mainly because the
agricultural states believe rightly or wrongly that Cuba is a market
for their products, and given that agroprices have been depressed for a
while , they are looking for places to dispose of their surplus.
