This section gives no authority. e.g. what makes it a "lawful order " to go
through a red light on the command of a school crossing guard?
can they make them "police officers" under the statute or does it just mean
that if they say "don't park here" it becomes unlawful to park?
the power to make something other wise lawful unlawful for the duration of
an emergency is not the same as the power to make what is unlawful lawful
