be used to coordinate an instant collective properly empowered response
to seal off the sniper from any possible escape in case the initial
counter-sniper can not immobilize the sniper.
Third, this preemptive planning must be accomplished in every local
community that will more than cover the probable areas of sniper attacks.
Fourth, all citizens must be instructed via the mass media how to look
for and report any genuinely suspicious activities.
If there are not sufficient law enforcement personnel in the local
communities then creditable, competent citizens ought to be deputized
and trained to a level to meet the sniper threat head-on.
Counter-sniper strategies will yield far better results than mere
