What is on the slate on the Prague Summit?!
NATO Secretary General, Lord Robertson declared that "Prague is about NATO's
Well first - there are the invitations to be sent to Estonia, Latvia and
Lithuania. Bulgaria, Romania, Slovakia and Slovenia. Since last year, the
Alliance has stated its intentions to enlarge at this Prague Summit. We will
be expanding our Atlantic community of freedom to these new members.
President Bush has impressed upon our new Baltic allies that Russia is not
the enemy and that the Alliance needs to retool to take on the new diverse
and asymetrical threats to our people.
As a show of support for their NATO membership, young people mainly from the
Baltic countries will be traveling to Prague and with thousands of
handprints - to the Prague Atlantic Youth Summit. I met some on these
dedicated, hardworking young people in Istanbul - and their hard work is
paying off. Congrats to them!
The most important than enlargement is the retooling of the Alliance to take
on the threat of terrorism. Part of the new mission for the Alliance is to
put together a rapid reaction force and out of area actions to take on
threats and weapons of mass destruction (WMD's). Time based, rather than
numbers, quick and small, well-equipped units are what the Alliance has in
To help in the fight against WMD's, Russia and NATO have forged a watershed
level relationship, a new council and a new recognition of the common threat
of international terrorism. Russia and NATO have recently held a joint
terrorism response exercise. Russia-NATO relations have deepened. Russia
needs to be assured that enlarging the Alliance poses no threat. Mr Bush
also highlighted that "Russia is not a threat, and therefore the military
strategies of NATO need to be changed to recognize that new reality."
President Bush will be in attendance and will try to get our Allies to
support any action that is needed against Iraq. While the Alliance is not
committed on Iraq, one on the new missions that NATO wishes to take on is
out of area, preventive actions against threats to Euro-Atlantic security.
Bush will consult with the Alliance, but is not seeking direct help from the
