The Cuban Embargo: Strategic Policy or Missed Opportunity?
Forty-two years after President John F Kennedy imposed economic
sanctions on Fidel Castro's Stalinist dictatorship in Cuba, the
effectiveness of the sanctions remains controversial.
Ambassador Sally Grooms Cowal spent most of her professional
as a senior diplomat supporting the embargo, but now advocates
change. Ambassador Dennis K. Hays, the former coordinator for
Affairs at the Department of State (1993-1995), supports
the embargo for moral and economic reasons.
