Captain Patrick Williams of the Omaha Fire Division told World Herald reporters that there is a serious lack of fire fighters at the OFD capable of speaking Spanish as well as English. The newspaper article detailed a recent incident in which the OFD responded to a call of a child choking. When they arrived, they found the parents could not speak English and no one responding to the call from the OFD could speak Spanish. In this case, a bystander interpreted for the fire fighters and a tragedy was avoided. Captain Williams claims this language barrier problem occurs at OFD Station 14 around four times a week. He went on to state the situation was just ridiculous when referring to the lack of Spanish speaking fire fighters at the OFD. In particular, Station 14 is located in South Omaha which has the City of Omaha's largest Hispanic population. Omaha City Councilman Gary Gernandt, a retired Omaha police officer who represents South Omaha in District 4, took the initiative and vowed to correct the situation as soon as possible. What myself, Councilman Gernandt, and Captain Williams of the OFD know is that the makeup of the Omaha Fire Division is predominantly white male. White males whose opportunity to become fire fighters arose out of their fathers, brothers, or other relation being Omaha Fire Division fire fighters before them. The white male dominated Omaha Fire Union wants to make available even more new hires and positions of rank at the Omaha Fire Division available to even more members of their families. Earlier this year, the Omaha Fire Union went as far as to petition the Omaha City Council asking that they be allowed to ignore the provisions of Omaha's Affirmative Action policy. Initially, the OFD was allowed to abandon Affirmative Action but the situation reversed itself in further legal proceedings. What is disturbing is that the Omaha Fire Union had to have been aware of the constant language barrier at OFD Station 14 prior to their abandoning of Affirmative Action request. In ethnically Hispanic South Omaha, many men, women and even children speak both Spanish and English fluently. But apparently many South Omaha residents speak Spanish exclusively. Yet it appears that the Fire Union ignored the plight of these non-English speaking Omaha residents and ignored the frustrated complaints from OFD fire fighters regarding the language barrier at South Omaha Station 14. Instead of prioritizing the recruitment of bilingual English/Spanish speaking fire fighters from Omaha's Hispanic community, the Omaha Fire Union instead asked to be allowed to hire and promote more white male fire fighters than could currently be done with Affirmative Action as City of Omaha policy. Sadly, it is because of men like those of the Omaha Fire Union that a policy requiring speific numbers of ethnic minorities must exist in the first place. It is possible that the Omaha Fire Union does not represent the values of the Omaha Fire Division or City of Omaha. But then again, Omaha Fire Union President Mike McDonnell, himself a Captain, was preceded at the OFD by his father and has a number of other relatives at the OFD. His younger brother John has been an Omaha fire fighter for several years as well. These men are typical Omaha Fire Union faithful and their positions as fire fighters a direct result of the nepotism that exists in the ranks of the Omaha Fire Division. This same group of men filed a formal request asking to be allowed to abandon the practice of hiring and promoting minorities, including Hispanic Americans. The Omaha Fire Union tried to justify its cause by repeatedly claiming that with Affirmative Action in place, the best possible candidate for fire fighter or for promotion in rank was forced to be overlooked. In reality, Affirmative Action prevented even more family members of current white male fire fighters at the OFD from being hired. Even more of a motivation for the "heroes" of the Omaha Fire Union is to carve out positions of rank and promotion for themselves and their relation. It is also clear that the Omaha Fire Union placed the potential career desires of its white male members ahead of the practical needs of the fire fighters. The Omaha Fire Union ignored the concerns of their "brothers" at South Omaha Station 14. Had the Omaha Fire Union successfully been allowed to abandon Affirmative Action, the communication problems between Omaha residents and fire fighters certainly would have worsened. Despite this issue being given attention by the City of Omaha fathers, Station 14 is still in need of bilingual English/Spanish speaking fire fighters to communicate with the residents of South Omaha. What is truly ridiculous is the amount of selfishness currently exhibited by the Omaha Fire Union and lack of concern for the well being of the citizens of Omaha, NE by the City of Omaha Fire and Police Unions. I mention the Omaha Police Union as well due to their vehemently backing the Omaha Fire Union in their attempt to abandon Affirmative Action. Justifiably, it was Omaha City Councilman Gernandt who finally ended the stalemate created by the Omaha Fire Union changing his vote to support the city of Omaha's new Affirmative Action plan. Gernandt faithfully did his job as the elected District 4 representative even though it put him in opposition to his friends at the Omaha Police Division. Perhaps Omaha Fire Union President Mike McDonnell and Omaha Fire Union attorney John Fahey can find a way to teach the current men and women of the OFD to speak Spanish. But that is not likely. Through the actions of their leadership, most Omaha Fire Union members seem to consider substandard any minority applicant for hire or promotion at the OFD. The current group of OFD personnel seem to be incapable of or unconcerned with the task of learning a second language to communicate with those they are sworn to protect. Even in the case of OFD whistle blower Captain Patrick Williams, the good Captain directed his frustration with being incapable of understanding Spanish toward the Omaha Fire Division, not toward himself. After all, at OFD Station 14, every fire fighter who regularly encountered this language barrier should have taken it upon themselves to learn some very basic Spanish. But in typical Omaha fire fighter fashion, the blame for the problem was placed elsewhere. Once again Omaha Fire Divison fire fighters find themselves incapable of overcoming an obstacle in their attempt to do their duty. Station 14 has been in South Omaha for a long time as has the Hispanic American population and apparently the communication problem. We are fortunate that the Omaha Fire Union lost the final battle on Omaha's Affirmative Action policy. It is the City of Omaha's new Affirmative Action policy that will undoubtedly aid in the hiring of more Hispanic speaking fire fighters at the OFD and reduce the language barrier problems regularly encountered by the fire fighters of OFD Station 14 located in South Omaha.
