He was very insistent to sell me extra this which I did purchase some but not all. It was only $300 (AMD processor + 2x512mb DDR Ram) but it is the principle of the whole thing that gives me the shits. This is why I wish to have him charged but my local police have said that this is a "Civil" matter and go see a solicitor, this means more money I have to outlay which is why I need to as much information about Quoc as possible so I can have him charged without spending too much money. When you offered the police station and officer that had him charged this is a good place for me to investigate this more and try to have it considered a "Criminal" matter then he can be charged by the Police as he has been charge before for a similar crime. As I do not have his address I cannot even send a summons to charge him myself in the local courts as I do not have an address and no one will give it to me, I have been advised to see a PI but yet again it will cost me more $$$ which I don't wish to spend as I guess that I will never see my money again so I want the person charged.
